Your computer has several sources of heat. Sources of heat are sources of noise, since fans and other heat dissipation devices are required to manage heat. To minimize the amount of noise that a system makes, noisy fans and less efficient CPU heat sink and fan units can be replaced, in addition to other steps.
For example, you can replace your power supply with one that is more efficient. Not all power supplies are created equal. Power supplies take alternating current from your wall and convert it to direct current inside the computer. This conversion generates heat, with efficient power supplies generating less heat. “The current rage in power supplies is high efficiency units".
Another device that can mitigate noise is the motherboard. Some motherboards use a fan to cool the chipset. Others use a passive heatsink. For quietness, use “ a motherboard with passive chipset cooling".
Probably the most important component affecting noise is the case. Some cases come with grills. These can be a source of noise, with the air rushing through the holes. “Fan grills create turbulence noise".
The best thing is to build a system from scratch, with quietness in mind. Start “thinking about noise output from the beginning".
